Why Deck Footings Fail: Frost, Depth & Doing It Right

In the Hamilton and Halton area, deck footings have to reach undisturbed soil below the frost line, about 1.2 m (4 ft) below grade. The Ontario Building Code Part 9 requires it. Footings set shallower than that heave when the ground freezes, which is why many of the decks we build replace ones that failed within a season or two.

What frost heave does to a deck

Frost heave is the reason most failed decks fail, and it is almost always a footing problem, not a framing problem. Southern Ontario runs through dozens of freeze-thaw cycles every winter. When wet soil freezes it expands, and it pushes up on anything sitting inside it. A footing that does not reach below the frost line gets lifted along with the frozen ground. When the soil thaws, the footing settles back down, but rarely to exactly where it started.

Repeat that over a single Hamilton winter and the deck racks. Posts start to lean. The frame pulls at the ledger where it ties to the house. Stairs separate from the landing, and gaps open between boards. The load doing the damage is not coming from above. It is coming from below and from the sides, where frost grips the concrete and drags it upward. That is why a heavy deck still heaves: weight on top does nothing to stop a footing that ends inside the freeze zone.

How deep deck footings have to go in Ontario

The Ontario Building Code Part 9 is clear on this. Deck footings and posts have to bear on undisturbed soil below the frost line. In the Hamilton and Halton area, that working depth is about 1.2 m (4 ft) below grade. This is not optional, and it is not a number we picked. It is the single requirement that keeps a deck from heaving, and it is what an inspector checks for.

Two parts of that rule do the heavy lifting:

  • Undisturbed soil: the footing has to sit on native ground that has never been dug up and loosely backfilled. Loose fill settles over time and holds water. The hole goes all the way down to ground that has been packed in place far longer than the house has stood.
  • Below the frost line: frost in this area reaches down toward 1.2 m. A footing that bottoms out at 0.6 m or 0.9 m is still inside the freeze zone, so it will still lift. The base of the footing has to clear the frost, not just get close to it.

Surface piers, patio blocks, and shallow pads do not meet this. They are fine under a ground-level platform that the code does not regulate. A real deck, attached and standing off the ground, needs real footings carried to depth.

How Hamilton-area soil changes the dig

The depth does not change across the city. What changes is how hard the ground fights the dig and how much water it traps. Hamilton-area soil is not one thing:

  • Heavy clay on the Mountain and around Ancaster: clay holds water, and saturated clay heaves the hardest of any soil here. On the upper city and out toward Ancaster the dig is slower, and moving water away matters even more.
  • Shallow soil over rock near the escarpment in Dundas: on escarpment-edge lots in the Valley Town you can hit limestone or dolostone before you reach 1.2 m. That changes how the footing is detailed, and it is worth knowing before a post location is locked in.
  • Sandier loam nearer the lake: ground closer to Lake Ontario drains better and digs easier, but the depth rule does not move an inch.

Whatever the lot, the fix is the same everywhere: footings on undisturbed soil below frost, and water graded away from the structure so the ground around the footings is not sitting saturated when the cold comes.

Doing it right: footings that stay put

Keeping footings where you put them is not complicated, but every step has to actually happen:

  1. Locate first. Before any hole is dug, the buried utilities get marked. We dig once we know what is under each post.
  2. Dig to undisturbed soil below frost. About 1.2 m (4 ft) in this area, down to native ground, never stopping in loose backfill.
  3. Bear the footing flat and solid. The footing is sized for the load above it and seated on firm ground, not floating in soft dirt at the bottom of a shallow hole.
  4. Move the water. Grade falls away from the deck and the house so meltwater and rain are not pooling around the posts, ready to freeze.
  5. Tie the structure together. Posts, beams, ledger, and stairs are fastened so the deck moves as one and stays connected to the house.

Get the footings right and everything above them stays square for the life of the deck. Get them wrong and no amount of good framing or expensive decking will save it.

When a deck needs a permit

Depth is a code requirement, and so is the permit. In the Hamilton area a building permit is required when a deck is attached to the house, sits more than 0.6 m (about 24 inches) above grade at any point, or is built to serve a pool. A small, freestanding, ground-level deck in the back yard usually does not need one, though zoning setbacks still apply, so it gets confirmed with the city first. The permit and the inspection are there partly to check the exact thing this whole post is about: that the footings reach the right depth on solid ground.
